[TYPO3-core] RFC: #6995 Context Senstitive Help text should be displayed faster

Hi,

This is a good enhancement indeed, but it seems it doesn't apply 
properly to the EM. In the Information screen of an extension, the help 
icon has disappeared to be replaced by the text that is supposed to be 
in the bubble help.

This is not too good, especially since the little arrow at the end of 
the text (that is supposed to pop-up the help window) has no link on it.
