[TYPO3-core] FYI: Bugfix #5659: Writing about HTML in htmlArea RTE

FYI: The attached SVN patch was committed.

Type:
Bugfix

Problem:
Both the RTE and the default RTE transformation or proc options 
configuration break text that contains HTML tags and entities, making it 
impossible to edit text about HTML.

Solution:
Prevent the RTE from incorrectly encoding/decoding entities and modify 
the default configuration of RTE transformation.
