[TYPO3-core] Cleanup of some PHP 5 notes

This is a SVN patch request.

Problem:
No problems, but this has just become effective:
- http://www.gophp5.org/
- http://buzz.typo3.org/people/stucki/article/leaving-php4-behind/

Solution:
Remove some < PHP 5.1 specific notes from various files.

Branches:
Trunk, TYPO3_4-2 (yeah!)

Comments:
@Masi: Does anything speak against setting "iconv" as default method for 
charset handling/processing? From what I can see it just depends on PHP 5, 
but I am not sure if there are any drawbacks with it - apart from the 
performance increasement...
