[TYPO3-core] RFC: #8014: remove empty tabs from TCEForms

Hi,

ONE BIG 1-
BECAUSE THIS PATCH CREATES OTHER BUGS!!!

This is the wrong place for removing tabs, because "newline" for tabs 
might not work ich you remove the tab, before which the "newline" for 
the tabs should start.

You can switch between removing (1) and disabling tabs (2)

dividers2tabs = 0|1|2

By the way there was a discussion in January, when the above solution 
was made. Because if you several tabs they might jump between lines.

The bugs occurse to some change in line 4074 in t3lib_tceforms.php.
The discussion for removing an empty tabs should be made in the 
typo3/template.php, where it's implemented!!!


So please make a correct patch or remove the patch again.
