No, not TER from the start. Better a sysext called cms_legacy. As you 
have pointed out the fields don't vanish after an upgrade so you won't 
loose any data. The upgrade could simply enablöe the extensions on 
request which is easier than fetching from TER *.

Or is everybody content with the "hide via pageTS in csc" solution?

* I have run into troubles with TER and the translation server sometimes 
when the web server was behind locked networks and had no outgoing 
internect connection. While one may daownload extensoin from TER 
manually, this is not possible with the translations :-)
