[TYPO3-core] change compatVersion=3.9.0 -> 4.0 in sysext/css_styled_content

Thats not quite true. ;)

It would have only affected users that have used one of the very early
betas where the update-wizard might have set an
'$TYPO3_CONF_VARS["SYS"]["compat_version"]' to something like 3.9-dev'

TYPO_VERSION was raised to '4-dev' on 2005-12-28:

Noone using the update-Wizard any later than this would have even seen
any change! (That's what I also explained to Sebastian)

Well, no problem; I just felt we make it a little more logical for our
users. ;)

P.S.:
Also for future changes to typoscript of css_styled_content I would
really rather see another template instead of putting in more and more
of those [compatVersion] thingys. Since the templates indead are in the
CVS as files diffing/merging and everything else is pretty easy. Afair
this compatVersion condition was ment to be a quick solution anyway.
