hmm, I am quite sure I have used WS in 3.9-dev without 'version' loaded
without problems. I had expected to be EXT:version and optional (old)
addon.

Other than that it would need to be marked "RQ" (required) IMHO and
loaded by default. Pls don't make this dependent on people using the
Update-Wizard correctly.

Well, maybe I am just suffering from work-overload.
