[TYPO3-core] cookie-warning (was: RFC: More stylesheet fixes)

hi,

I have to revert my former testresults:
when logging in without cookies the "classic" cookie message does not appear 
in all TYPO3 versions since 3.8.0. The message I saw (the "relogin" message) 
was caused by using some patched lokal installations where I disabled 
"$challengeStoredInCookie" in class t3lib_beUserAuth to make it possible to 
login directly from superadmin.php (I love this feature *g*).

so I'd suggest to leave it as it is.
