[TYPO3-core] RFC: Stylesheet changes #1: Admin menu title

This is a CVS patch request.

Problem:
There is a big inconsistency in the BE menu frame. All headers look the same, 
except the last one above of the clear-cache links.

Solution:
See attached screenshots for details.

Comments:
- Successfully tested in Konqueror 3.5.0, Firefox 1.0.4, Opera 8.50, IE5,
  IE5.5 and IE6.

- I will take care that the changes will also work with the new skin.
