[TYPO3-core] RFC: Templavoila + Core fixes

Hi Bernhard et al.

- Do NOT commit patches to localization / templavoila without my  
approval at this point.

- Dmitry is right, he is well informed about what Robert and I are  
currently doing. Yes, I am busy but currently that is with solving  
these issues!

- These changes to localization has been on the agenda all the time.  
Michael released the RC well knowing that I still had issues to solve  
in the borderland between localization/templavoila and workspaces. We  
don't regard any of this new features.

- There has been some confusion about how localizaiton is supposed to  
work. Therefore I have written a definitive guide to this subject and  
the implementation will follow that. For alternative needs we will  
handle those of course but only if people have first understood the  
main strategy and despite of that wants it to work differently. The

localization_guide_2.pdf Therefore: Any objections should be given  
not in the form of patches first but in the form of concepts and  
please read the guide first before discussing. Then we will find a  
solution that fits everyone.

Bottomline: WE WILL make sure everyone has his TV/localization  
working when 4.0 is out. Some will have to make a small configuration  
to reach compatibility.

It's a -1 to the patch - if you want the old way of TV localize link,  
let Robert re-implement it. He had a much simpler solution (and more  
correct).
