Yes, but then the bug has to be fixed in a way that it is compliant to what 
the users wants. We have parts that are always XHTML, and people complain 
about not being able to generate valid HTML 4.0 sites.

If one uses content(default), then he cannot expect it to be XHTML, right? 
That's what CSC is supposed to do (just as you wrote).
