That's exactly what my question was about: Do we support HTML 4 by 
wrapping everything in conditions? I'd say NO because it's old and 
superseded by XHTML 1.x If we provide valid XHTML in -core and -sysexts, 
why should anyone use HTML 4? And why should we support that?

This is a political decision, should we continue discussing this in -dev?
