So just go ahead if you think that some area needs work.
Can can of course publish as many articles as you want, but for a buzz
account, you should have either written some blog posts before or be know to
someone who does who speaks in your favor.

You do not need to know what a valve, a crankshaft or a piston is, but you
do need a drivers license to DRIVE that car. The restriction exists in all
countries I know and I guess you also know the reason for it.

No, it is not enough, but a necessity, not a sufficiency.

You way create facebook, google plus, blogger, etc. pages, but neither of
those let you program anything. There is a reason for this ;)
Without understanding of conditions and loops, you will most likely not
master XSS and SQL injection either as condition and loops are the lower
skill.
Even for programmers, it is easy to introduce SQL injections and XSS inside
TypoScript. It is a real security risk if an unskilled worker creates a
product which he does not understand at all. He either needs to gather the
skills or the product will fail with an unknown damage to him, his company
or third party persons.
As we a really off topic now, here is a disclaimer:
IMHO the problem with TV is not that it is easy to use, but the lag of
support from those who use it.
Also it never really archived to port its concepts to the core, resulting in
double work for features both in TV and core.
TV was and still is — for sure — a source of inspiration for both CMS and
Neos.
