OK, now I understand the purpose. I would again not look for a technical
solution. Just make a project out of these. Then there should be a projects
page on gov on which you can publish abstracts and link to the project
descriptions on the general page. Additionally you can create a thread each
on the the dev list and publish a link to it in the archive.

See above, we already have common means for handling things like this, we
just need to apply them.
