[TYPO3-dev] Shortcurs broken, if in Modules User- or Admin-Tools

More Detailed:
4.4 Rev. 7224 is OK
4.4 Rev. 7225 has an empty Backend
4.4 Rev. 7225 with files missing files from 7230:
     BE Works, but Shortcuts are Broken.

So Problem started with Feature #13899:

So should someone reopen #13899
or should I file a new BugReport ?
