[TYPO3-dev] Shortcurs broken, if in Modules User- or Admin-Tools

Hi Devs,

since some time, Shortcuts are broken in my 4.4-trunk-Installation.
(Note: 4.3.4-dev is working fine) Has started somewhere between
Rev 7200 and Rev 7230:
Shortcuts within Web/* work as expected, but
Shortcurs to UserTools/* and AdminTools/* are broken:


Shortcut to User-Tools/Task-Center:
Not Found
The requested URL /typo3//typo3/mod.php was not found on this server.

Shortcut to AdminTools/*:
Not Found
The requested URL /typo3//typo3/mod.php was not found on this server.
or
The requested URL /typo3//typo3/sysext/lowlevel/config/index.php was not 
found on this server.

Is this a known Problem ?
