[Typo3-dev] Mini news and Northern Sami

The language key in TYPO3 is the TLD suffix for the country, which
obviously gives problems when you have more than one language. I'm not
sure what the politics are on this.

Kasper just reworked the whole translation system for ver 3.7.0, the
files will be xml, and so can be encoded in the charset you want (as
far as I understand). As he is working on this at the moment, I will
let him know, I'm sure he'll take these things into consideration.
