[Neos] Link state doesn't work on shortcuts in menus

I’m not entirely sure about the logic, but it’s been discussed multiple times and it’s tricky to say the least. So honestly can’t say if it’s right or wrong.

Additionally have a look at the logic in MenuImplementation to understand how it works.
