Well, I think it kind of depends on which packages are to be combined in a
book.
I could imagine that someone would only like to have the documentation of
for example Fluid, as he is only working on some views. In that case it
would make more sense to have separate books for each package and have some
sort of book collection which contains the documentation of the FLOW3
distribution.
On the other hand, for a package like PHP6 would not make much sense to have
a separate book.
What might be an in between solution is to have a single Index.xml file
which is able to generate the 'book' for the specific Package, and have that
include chapters from other packages as well if needed.
That way the FLOW3 book can become a complete guide, and it is also possible
to have a book only on the TYPO3CR or Fluid.
