Where did you find locales with the variant separated by a second
underscore? The only ones I found use the @ (at) symbol for that and a .
(dot) to signify the encoding.
eg de_DE at euro or de_AT.utf-8

I don't think that _GB is valid as there is no language part which is
IMHO mandatory.

Correct. It's usually GB or US that you'll use.

As the spelling is different I suggest to use one of them and not mingle
them arbitrarily. I'd choose the British spelling as TYPO3 is more
centered around Europe.

PS: For any German documentation I suggest de_DE and the Neue Deutsche
Rechtschreibung (not that Swiss stuff without an ß that we have now).
