A codeveloper of mine has such a T3 addon in preperation for current
4.x versions. Not directly an API, But it's already a great tool to
bring down configuration time to a minimum. It works fully text editor
based. He plans to publish it, when he is back from a longer holiday,
because the introduction of such a tool needs some personal support.
