why not both? use docbook for the icluded documentation of the
extensions and the documentations on typo3.org.

create a documentation.typo3.org wiki with a namespace for each extension.

add docbook export <-> import functions to that wiki. so extension
authors can fetch the documentaion from that wiki and include it into
the extensions.
