[FLOW3-general] FLOW3 installation , setfilepermission error

Hi,

According to the error, php cannot be found.

You'll also need the CLI version of PHP.

I'm not sure whether or not xampp is shipped with a CLI version, but if 
that's the case you probably need to add the location to your PATH.
