Although I'm not an FLOW3 expert so far I don't think that's the 
problem. Even in the development context it shouldn't be so slow. Yes 
there is a lot of magic going on (that's why we love the flow) but not 
as much that it would need 20 seconds on a local machine. My guess is 
you forgot to set the right settings for PHP. Did you set the memory 
limit up to at least 256 MB? And I think there are some other 
recommended settings which you can find in the tutorial.
If you are not sure if you set everything correct ask our friend phpinfo();

Of course win 7 is not a server system of choice but it should 
definitely work much better than in your case.
