[TYPO3-UG US] file upload problem

Hi Everyone,
If the php.ini file's max file size is set to 10MB
and the typo3 [BE][maxFileSize] = 10000,
does anyone know what would prevent a file under 10MB from uploading?
I've tried increasing the php and [BE][maxFileSize] to larger numbers.
It seems uploads fail if they are larger than 2MB regardless of the
configuration.
When saving a file directly from the BE there is no error message.
But when I upload by first clicking on the folder icon to upload
filefiles through the pop up window the log shows
	FILE 		Sys! 		Upload 		The uploaded file did not exist! (msg#2.1.106)


Any help would be appreciated.
