[TYPO3-translators] Translation workflow

Hi guys,

who has the right to accept translation of extension? the extension 
developer him/herself or the "admin" of the language?

Correct me if I'm wrong: in the extension locallang, there should be 
only default language and any translation should be added (translated) 
in Pootle. Is that right? what if I remove all translated label and 
these are not yet added in pootle?
