It's usually neccessary for successful (sub)project anyways: 
a leader and he who has the final decision (or she) in case
of any misunderstanding (at least in Ukrainian there were
lots of cases when folks couldn't agree on terminology alone).

Yup.  Guess it's the case with [ua] and if Andreas was not
joking, with [ru].

Guess for core it's still reasonable if possible, but for the
rest of translations post-moderation aka review should be enough.
