[TYPO3-ect] Announcing TER cleanup process

Hi,

this feels very strange. We're desperately looking for people to help
maintaining the TER. And suddenly someone pops up and takes one task
from the stack and puts three others back on it.... anyways this is a
great initiative and a good thing to continue. So let's see how we can
help each other.

Maybe you can join our monthly T3O maintenance call(s) and discuss the
further steps (next one is on Feb. 21st 5pm - on Google Hangout).

We'll also have a T3O-Sprint in March (21st-24th) - maybe someone wants
to join in and get the things done directly?
