It is not manadatory, and it never was :) Many operations can be handled 
manually and some broke web site layout after upgrades. So that should be 
used veeeeeeeeeeeery carefully.

If the operation is really mandatory, this should be somehow emphasized in 
the release notes and update wizard itself.
