[TYPO3-v4] New vs "Old" Extension Manager

Hello Steffen,

i really like the new em.
But there some glitches (see post before).

Having the extdirect API it's also possible to automate tasks via http.

Generally i agree with dividing the extmgm into 2 parts based on the
userstories:

1. Integrator / Installer
   - local
   - remote
   - langs (can be seperated too?)
2. e.g in deveval uploader
