[TYPO3-v4] Moving sysext manuals to DocBook

It would be cool to have the opportunity to define a hyperlink to 
documentation instead of just being able to choose the folder (doc/ or  
Documentation/Manual/OpenOffice/).
That way extensions could move documentation to wiki.typo3.org too and 
manage it online. This would simplify maintenance for bigger extensions as 
documentation could be updated between versions.
