[TYPO3-mvc] RFC #12213: Repository countAll() dosn't honor sys_language_uid

not sure - we for sure need something like this, but I can't tell how to 
do it best. Need to check first how TYPO3 itself is handling it for the 
various fallback and localization schemes that can be configured 
(fallback, strict, etc). This might get a bit tricky.
