No, cms does not depend on Fluid. Only tslib_content comes with a new 
cObject "FLUIDTEMPLATE", that is available as soon as you install Fluid.
We thought about moving this cObject to Fluid and register it as hook - 
but for the user it will be the same anyways as TS has no such thing as 
type checks.
