I thank I had the same problem when I startet with the openimmo-import.
In our case the fault was a missing path in the crontab.

# m h dom mon dow user	command
45 8-16 	* * 1-5 	root	/usr/bin/php -q /home/administrator/public_html/psicontent/typo3/cli_dispatch.phpsh openImmoImport
