If crimes happen because you did not take any or did not take the 
appropriate action, then you are partly responsible for any damage done.

That means if you operate a free Wifi in Germany, you are responsible for 
any file sharing done with it.

We can not avoid governments to spy on use, but we do not need to add web 
tracking code ... facebook like, google plus, discus, etc — that make big 
money by tracking users and their behavior across websites.

Only if it is off by default.
