I'm not sure about this one and you can enable guest comments with
disqus (as I did in my example).
One reason to require a login might be to reduce the amount of
troll/spam comments.
But I think the main concern here wasn't the SSO or login in general but
the privacy protection (and that's more or less unrelated to whether you
can post anonymously or not in this case).

Basically the same that www.php.net/manual/en/ benefits from (possibly
with a higher quality due to the voting functionality):
* Additional explanations/code snippets amending the documentation
* Corrections that might make it into the official docs
* Better interaction with the community
