Yes, it's a manual process.

It would be as far as I can tell, but since we're not going to use 
DocBook anyway this won't go further.

I agree that we should come back to this topic later. reST will probably 
not be a satisfying format for managing a central TS reference. But - 
obviously - to produce the TSref as a manual we will need to have a TS 
reference written in reST. What I would propose for now is that we find 
a way to represent a TS reference in reST (probably using an extended 
syntax as you mentioned in another thread). Then we can pick up work on 
the central TS reference again and see that we can generate the 
necessary reST markup from it.
