I think there need to be three "presentation forms":
1) PDF download
2) stand-alone HTML (in some nice-to read format), with user comments,
snippets, ... pulled in from TYPO3.org via AJAX
3) embeddable HTML (without HTML skeleton), ready to include directly
into the typo3.org page layout.

I am not so sure if 3) makes much sense; as I feel that the
documentation should not be "pressed" into the standard layout (albeit
the documentation should of course still look like it belongs to TYPO3).
