What I can add to your list for the widget-settings:
- default position (when just added to the portal)
- skin (so important widgets can have a big title or red title-bar)

With your post you helped me with the task how the gadgets can created 
by the community of the portal.
- One can install the portal on the own page
- export gadget+resources as .t3x
- upload to the portal (in case of DocTeam: TYPO3 documentation portal)
- now reviewers can check if the gadget has securityproblems or is save 
to use
- now the community of the portal can use and rate it ;-)

ah - and I think versioning is important.
