TER I wasn't a plattform people did use for cooperation. In contrary to
sourceforge I never observed an extension that was maintained by a real team of
people. People posted bugfix extensions to the bugfix extension instead. I hope
it will be better with TER II.

The extension cooperation team (typo3.teams.extension-cooperation) is also meant
as an incubator to organize small extension building projects. We plan
preconfigured packages. Logically that will contain templates.

A std template library / repository would be a good addendum. But it is a
project itself and will need a head first.

I think out of the box templates would be usefull for a lot of little non
professional projects. The success of other projects often results of simple
installation combined with a repository of pretty skins. I would like to see
something like this for TYPO3, too.

If you like to organize a TS lib repository ECT may be a good place to start or
to ask if someone likes to continue your work. Maybe
typo3.projects.content-rendering is the best place itself to organize such a
project.
