Hello Ingmar,

I really don't wanted to reopen that discussion. I fully share Joey's
position that fieldsets should not be hardcoded. An enterprise system needs
to by fully customizable, else it isn't one. I don't share Joes position
that this would be a blocker for the release of TYPO3 4.0. The matter is
only one detail of many ones and the whole discussion came to late.
Accessibility simply wasn't in the focus early enough to get it all into
4.0, which is astonishing enough.

The point is that there should be more communication between the teams to
find the points out early and to implement the knowlage that is available
in the different teams.
