[TYPO3-calendar] Public Create Event not working

I am trying to allow members of the public to suggest an event, for 
approval by the admin BE user. However when I set up the Cal plugin for 
Create Event on a page with the TS in setup:

plugin.tx_cal_controller.rights.create.calendar.public = 1

I still get the error displayed:

You are not allowed to create a/an event

Can someone provide some guidance?
