[TYPO3-install] missing CSS_STYLED_CONTENT file; locallang.php?

  Yes the extension is installed, as well as,  I have ensured that it has been included in my template as a static template.
   
   the extension has been uninstalled, then reinstalled several time to make sure that it really has been installed
   
  I  only deleted the file momentarily to see if my symptoms would change. I reinstalled it imediatly after, noting that there was no change in my symptoms
   
  do you think that the problem may be in the extension manager?
