One issue with this approach is, that you become a leader 
of all access groups, when you get the role "Group Leader".

To match a role to a group membership one would need an 
additional role table. The membership itself is an M:N relation 
and the role is a M:1 relation to this membership table.

However rights management is a little off-topic. As long as you
just want to organize configurations your way is fine. 

But you describe just what we all do since years.
It is individual down-configuration for customers, not a set of 
general configuration modules shipped with TYPO3 and easy
to use.
