[TYPO3-GSoC] Suggestion: TYPO3 modularize the BE-Configuration

Hello,
i also use BE User groups as 2 types:
- Edit / Access Groups (E:*)
- Role Groups (R:*)
Perhaps we can add virtual (non DB) groups by adding extension TS.
This way extensions could ship typical roles without manipulating the
database :D
That would also require, that everypart of a be group is manipulatable
via TS. Most should be already possible, as far as i know. (PageTS /
UserTS).
