einerseits kannst du bei phpinfo nachsehen ob die entsprechenden Module 
in deinem PHP zur Verfügung stehen (vor 6.2), oder ob sie im 
Install-Tool überhaupt zur Auswahl angeboten werden:
Configuration presets -> Character set conversion settings
