A two-language TYPO3 7.6 installation with sys_language_mode = strict and sys_language_overlay = 0

When a news entry is entered only in the second language (I'd call that an orphan), images are not rendered in the frontend.

What is the recommended setup to enable the editor to enter some (this happens only occasionally) news only in the second language?
