these links (should) depend on the content which is available.
in general you have a default-language (which you can define by 
yourself) identified by id 0, then you add further languages which get 
incrementing ids. I just stumbled apon an error in the bootstrap 
package, where some values were missing in the initial data:
the language iso-codes were not assigned to the language records. maybe 
your error is based upon that.

otherwise:
you can configure fallback routes for languages requested, not all 
languages need to fall back to default if no content is available.
you even can configure that no fallback is possible at all: untranslated 
pages are not accessible.

have a look in the BE and make sure you have content in the desired 
languages: have a page-translation and also translate the content.

the behaviour you described for the language menu at first sight sounds 
like a misconfiguration where the languages are switched.

As I do not use the package I don't know what is wrong with your 
installation.
