You can open the Install Tool, enter your IP address in the devIpMask 
and set the display errors option to the value that shows the errors to 
IP addresses from the devIpMask.
Now you will see a complete backtrace instead of the cryptical error 
(other IP addresses will see the normal Oops-message).

Maybe that gives a bit more info on what happens?
