I remember this error well. But I don't remember what the solution for
this one was. But others are sure to follow.

If it's still an option, abandon the idea of generating the newsletter
from within TYPO3. I really don't see how the results could be
satisfactory to anyone.
Crafting up templates that produce a proper looking newsletter (taking
into account all the shitty webmailers and Outlook), setting them up in
DirectMail, fixing TemplaVoila conflicts then repeat everything for
plain-text.

Unless you send several newsletters a month, I have a hard time
believing that it can be worth it.

Do yourself a favor and construct the actual newsletter outside of
TYPO3 and use DirectMail just to send it.

There are still enough problems in DirectMail to burden yourself with,
without having it generate your newsletter.
